Russia Bans Messaging App Calls

The Russian government has issued a directive prohibiting internet-based calls to mobile and landline phones. The decision was formalized by removing the license for transmitting internet data with overlaid voice information from the list of communication services licenses.

According to the official statement, this measure aims to combat telephone fraud, which frequently exploited such technologies to mask caller IDs. The government emphasized that eliminating the connection between data transmission networks and telephone communication networks would significantly restrict this type of fraud.

“This form of telephone fraud will be seriously limited, as the possibility of linking data transmission networks to telephone networks will be excluded,” the statement read.

Officials also assured that the decision would not affect regular users of telecommunication services. Individuals using voice communication through messaging apps would still be able to communicate via the internet without connecting to landline or mobile networks, the government noted.

Earlier, the Russian Ministry of Digital Development and Roskomnadzor considered restricting or banning voice calls in messaging apps, citing concerns over their use in fraudulent activities.
